charge of protection programs at UNHCR.  His major 
duties include planning, monitoring and coordination, 
finding durable solutions for displaced persons, 
provide basic training for military and national NGOs, 
monitoring activities of implementing partners, 
financial control/management.  In the absence of the 
Head of Office, Speck acts as the officer-in-charge of 
the Trincomalee office and as acting area security 
coordinator for the UN system in Trincomalee.   An 
exposure to a program on "NGO Management of Youth 
Programs" would be beneficial.
