Misenheimer for reasons 1.5 (b and d) (c) Pol/Econ Chief delivered reftel points to Deputy Foreign Minister for Europe, the Americas and International Organizations Mustapha Noman on 5/8. In a follow-up telecon on 5/10, DFM Noman confirmed that the points were passed to FM Qirbi in Cairo, as well as to the Office of President Saleh, but provided no details concerning any statement on reform from the Arab League Foreign Ministers' meeting.
