SUBJECT: DUTCH CANNOT FUND SSR IN LIBERIA

1. (SBU) As reported in ref b, the Dutch are unable to
provide any funding for security sector reform (SSR) due to
political and financial commitments elsewhere in Africa. The
Netherlands previously supported efforts in Liberia by
stationing the Dutch Navy's LPD HrMs Rotterdam off the coast
of Monrovia for three months. The Dutch MFA is nevertheless
interested in sending a representative to the May 25
post-assessment meeting at the U.S. Embassy in Monrovia.
