US embassy cable - 04MADRID1601

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

(C) We delivered reftel demarche to Inigo de Palacio, MFA
Director of UN Affairs, on May 5. De Palacio stated at the
time that Spain was still looking with interest at whether
the Palestinians would accept the EU's suggested changes to
the resolution. He said that the matter was one of personal
interest to Spanish FM Moratinos (who was in Dublin for the
Euro-Mediterranean Ministerial Conference), and that the MFA
would receive its orders on how to vote directly from him.
De Palacio later phoned us on May 6 to say that the great
majority of EU countries were in favor of voting for the
amended Palestinian resolution and that Spain would vote in
favor or abstain on the resolution, though the final decision
had not yet been reached. We will update with any further
developments.
