C O N F I D E N T I A L MADRID 001601 SIPDIS E.O. 12958: DECL: 05/05/2014 TAGS: PREL, KPAL, IS, SP, UNGA SUBJECT: SPAIN: URGENT DEMARCHE REGARDING AMENDED UNGA RESOLUTION ON PALESTINIAN OBSERVER MISSION STATUS REF: STATE 99626 Classified By: Kathleen Fitzpatrick, Political Counselor for Reasons 1. 4 (b) and (d) (C) We delivered reftel demarche to Inigo de Palacio, MFA Director of UN Affairs, on May 5. De Palacio stated at the time that Spain was still looking with interest at whether the Palestinians would accept the EU's suggested changes to the resolution. He said that the matter was one of personal interest to Spanish FM Moratinos (who was in Dublin for the Euro-Mediterranean Ministerial Conference), and that the MFA would receive its orders on how to vote directly from him. De Palacio later phoned us on May 6 to say that the great majority of EU countries were in favor of voting for the amended Palestinian resolution and that Spain would vote in favor or abstain on the resolution, though the final decision had not yet been reached.
