Copley for reason 1.5 (b) and (d). (C) PolOff delivered reftel points to Carla Rodriguez, Director General for Multilateral Affairs at the Foreign Ministry, on April 29. Rodriguez said Guatemala has consistently opposed similar Palestinian efforts on the issue of Israeli credentials. Rodriguez confided that the Guatemalan Mission to the UN believes the resolution is likely to be withdrawn due to perceived lack of support. WHARTON
