(C) Post has received diplomatic note number 20040895 dated April 21, 2004 from MFA, formally proposing May 3 (vice April 26 in reftel) as the date for a GOK delegation to visit Washington, DC/Ft. Belvoir to discuss the Kuwaiti nationals detained at Guantanamo.
