 1. (U) This is an action request, see para 3. 
 
2. (S) PolMilOff delivered ref A points to Dutch MFA Deputy 
Operations Director Joost Flamand on April 20.  Flamand 
appreciated the information and asked about a specific point 
in CJCS Gen. Myers's April 15 letter to Dutch CHOD Adm Kroon 
(ref B) which he had seen after it had been delivered. 
Flamand cited ref B request that CHOD ensure Dutch ROE 
authorized personnel to "use force (including deadly force) 
against military and/or para-military forces declared hostile 
by the Multinational Forces in Iraq (without further approval 
from higher authority or command."  He sought clarification 
as to which entity the USG envisioned would be the one to 
declare forces to be "hostile."  Flamand accepted that in 
some situations the matter would be self-evident.  (Note: 
The GONL has not formally responded to CJCS Gen. Myers's 
letter.  End note.) 
 
3. (S) Action request:  Post would appreciate any 
clarification Washington can provide with respect to this 
Dutch MFA question concerning which entity will declare 
forces to be hostile.
