BOGGS. REASON: 1.5 (B,D). (C) On March 24 Ambassador delivered reftel demarche to Foreign Secretary Madhu Raman Acharya in the absence of the Foreign Minister. Acharya indicated that the Government of Nepal is unlikely to support either resolution, both because of Nepal's close geographical and diplomatic relations with China and because of its unwillingness to break solidarity with other G-77 nations, to which Nepal looks for support on its own human rights problems.
