US embassy cable - 04AMMAN2069

Disclaimer: This site has been first put up 15 years ago. Since then I would probably do a couple things differently, but because I've noticed this site had been linked from news outlets, PhD theses and peer rewieved papers and because I really hate the concept of "digital dark age" I've decided to put it back up. There's no chance it can produce any harm now.

IRAQI ASSETS, COUNTER-TERRORIST FINANCING ISSUES
--------------------------------------------- ----

1. (S/NF) Ambassador met with Government of Jordan GID
chief Saad Khayr March 16, joined by DCM and ORCA chief, to
review Department demarche (Ref A). Saad offered full
cooperation and promised to get back to us on the February 16
request related to Iraqi assets. He offered similar
cooperation on Hamas accounts; the ORCA chief said that
shortly ORCA would be passing the list of accounts with Hamas
associations. Saad noted that some of these Hamas accounts
involved small sums of money moving through remoter Arab Bank
branches, such as in Shtaura, Lebanon, making them hard to
detect, but he would pursue each lead provided by us. He
said Arab Bank has been cooperative with GID. He emphasized
the importance of the Arab Bank to Jordan -- a dominant
player in the economy. Saad said Jordan had a strong
interest in doing what was necessary to make possible a
positive decision on licensing the Arab Bank branch in Iraq,
and clearly saw a link between full, transparent cooperation
on these two sets of problems and the licensing issue.

NEW UNSCR 1483 ENTITIES - SADDAM'S DAUGHTERS
--------------------------------------------

2. (C) AMB also reviewed Reftel (C) demarche with Saad,
which post had earlier delivered to the MFA (Ref B), and
passed the list of new entities we will be presenting to the
1518 committee, which included Saddam's daughters. Saad went
down the list but had no specific reaction.
