HALE. REASONS: 1.5 (B,D). (C) 1. Acting ECON/C March 15 delivered reftel demarche to Manar Dabbas in the personal office of the Minister of Foreign Affairs. Dabbas expressed gratitude for receiving pre-notification of the proposed list of names being added to the 661/1518 sanctions committee listing and agreed to keep them confidential until made publicly available. He took note of the wording in UNSCR 1483, paragraph 23 (b), and stated that he would share the information with the Minister immediately. He noted the two daughters of Saddam residing in Amman, but gave no indication he knew anything about their living or financial arrangements. He replied in the negative when asked if he recognized any other names on the list as potentially having accounts in Jordan. Dabbas said that the MFA would inform the Embassy if there were a response later in the week but, subject to further study and review, foresaw no problem with the GOJ in general supporting such a listing.
