Fitzpatrick for reasons 1.4 (B) and (D) 1. (C) We met with Marcos Rodriguez Cantero of the International Disarmament division at MFA on March 3 and conveyed US views on the IAEA Iran Report. Rodriguez told us that Spain shares US concerns about Iranian non-proliferation and the findings contained in the IAEA Iran report. Non-proliferation has been high on the Spain-Iran bilateral agenda, including at the Presidential level. Rodriguez noted that the EU-3 believes that a carrot and stick approach is most effective with the Iranians. The EU may thus seek a more flexible position on Iran. Nonetheless, Rodriguez reiterated that Spain, as chair of the IAEA Board of Governors, favored taking a strong stance to get Iran to meet fully its non-proliferation pledges. ARGYROS
