1.  (C)  DCM discussed reftel demarche March 3 with Spanish 
President Aznar's National Security Advisor Alberto Carnero. 
Carnero undertook to draw President Aznar's attention 
immediately to our request that Aznar urge his Honduran 
counterpart, whom he will meet Friday, March 5 along with 
other Central American Prime Ministers, to table a Cuba 
resolution at the UN Human Rights Commission.  Carnero said 
he thought that Aznar would agree to our request.  We also 
followed up with senior MFA contacts to alert Foreign 
Minister Palacio to the issue.  We will follow-up with 
Aznar's office on the outcome.
