 1. (C) Embassy legal officer delivered reftel demarches to 
Pieter Ramaer, Head of the Political and Judicial Division 
within the MFA's UN and IFI Department. Ramaer stated the 
Dutch were one of the top donors of the Special Court for 
Sierra Leone and that they were not considering making any 
additional contributions.  With respect to other European 
countries, Ramaer stated that the Dutch had demarched several 
countries about four months ago with little success. Although 
he noted the US preference for voluntary contributions, 
Ramaer stated that the Dutch view assessed contributions as 
the only possible way to acquire the requisite funding needed 
by the Court.  The Dutch stance was also included in a recent 
position paper circulated by the Court's management 
committee.
