1. (C) Per reftel A, we spoke with Inigo de Palacio, MFA
Director of UN Affairs, on February 9 to deliver demarche on
voluntary contributions to the Special Court for Sierra
Leone. De Palacio said he could not give a response at that
time, but would pursue the issue within the MFA. On February
17, he informed us that he did not foresee Spain being able
to commit to additional funding until the MFA reviews its
foreign aid program and budget at the end of March.
