(U) Action request - please see paragraph 3. 2. (C) MFA Undersecretary Amb. Khaled al-Jarallah asked Charge February 8 to provide urgently any points the USG would like to have included in the final communique of the "Neighboring Countries" (of Iraq) meeting that Kuwait will host on February 14-15. Jarallah explained that the GOK intended to invite the Iraqi delegation Friday February 13 or earlier, in order to reach agreement on the language of the communique. This would put them "in a very strong position" to obtain the other participants' acceptance. 3.
