2. (C) Ref A notes that COMSEOCEUR has proposed postponing a 
JCET (Joint Combined Exchange Training) in Turkey (ref b) 
from February-March 2004 timeframe to June-July 2004 
timeframe. 
 
 
3. (C) ODC Ankara has notified the Turkish General Staff 
(TGS) of COMSOCEUR's desire to postpone the JCET and has 
requested TGS's views on the proposed alternate dates by NLT 
January 16, 2003. 
 
 
4. (C) Once COMSOCEUR and the TGS have agreed on dates for 
the JCET, the Embassy will advise the Department and request 
that the Department resume the required vetting process as 
requested in ref b.
