UNCLAS SECTION 01 OF 02 AMMAN 007393 SIPDIS SENSITIVE E.O. 12958: N/A TAGS: PGOV, PINR, OVIP, JO SUBJECT: JORDANIAN MFA DIP NOTE ASKS FOR STATUS OF 37 JORDANIANS ALLEGEDLY DETAINED IN IRAQ REF: A) AMMAN 7358; B) AMMAN 5663 SENSITIVE BUT UNCLASSIFIED. PLEASE HANDLE ACCORDINGLY 1. (U) Following up on conversation in ref a, the Jordanian Ministry of Foreign Affairs on November 12 sent the following diplomatic note to the Embassy (full text and list of names in para 3 below). The note requests a status report on and the release of 37 named Jordanians allegedly detained in Iraq. 2. (SBU) COMMENT AND ACTION REQUEST: The MFA told us on November 10 (ref a) that the list of detainees attached to the dip notes was based on a compilation of queries from Jordanian family members. The MFA said that it cannot confirm that all of these individuals are in custody in Iraq, but believes that the families, acting in good faith, believe so. Please advise how the Embassy should respond to this note. 3. (U) TEXT OF DIPLOMATIC NOTE: THE HASHEMITE KINGDOM OF JORDAN Ministry of Foreign Affairs Ref. No.: MEEM KAF/2/14/1834 Date: November 10, 2003 The Ministry of Foreign Affairs of the Hashemite Kingdom of Jordan presents its compliments to the Embassy of the United States of America in Amman. Following to its note No. MEEM KAF/2/14/1302 dated August 28, 2003, the Ministry has the honor to attach to the Embassy a list of thirty-seven Jordanians who are still detained in Iraq. The American forces do not permit them to depart though not a single accusation was presented against them, and the reasons for preventing them from departure to the Hashemite Kingdom of Jordan were not clarified. They should be treated like others from different nationalities who were in the same situation and were permitted to leave. The Ministry of Foreign Affairs of the Hashemite Kingdom of Jordan will be very thankful if the Embassy provides it with any information about the names in the list and the names of any other (Jordanians) detained by coalition forces in Iraq and the reasons behind their detention.
