(U) On November 5, Consul and Political Counselor met with Mr. Ali al-Ayed, Director of Foreign Minister Muasher's Private Office, and Basheer al-Zoubi, MFA Private Office action officer on Iraq, to present Ref A talking points and non-paper on Iraqi Interim Travel Documents (ITD). Both officials affirmed that Jordan is already accepting the ITD as a valid travel document. 2. (U) Emboffs also inquired if the Government of Jordan (GOJ) had reached a decision on recognition of new Iraqi diplomatic and official passports (refs B, C). Mr. al-Ayed responded that while the GOJ has been permitting persons bearing these passports to enter or transit Jordan on a case- by-case basis, the GOJ had not reached a final decision affirming blanket recognition per the USG request.
