Mission received a November 4 dipnote from the Sri 
Lankan Government regarding the U.S. Candidate for the 
Committee Against Torture, Ms. Felice Gaer.  In it, the 
GSL states it has decided to support the candidacy of 
Ms. Gaer at the election to be held on November 26, 
2003.  The dipnote is being faxed to SA/INS.
