(C) The Jordanian Ministry of Foreign Affairs replied by classified diplomatic note to the Embassy's note of September 25 regarding the co-sponsorship by the United States and Germany of Abu Musa'ab al-Zarqawi to be added to the United Nations lists. Following is the Embassy's translation of the Jordanian note. 2. (C) Begin text. (Complimentary opening) With reference to the Embassy's note number 1519 dated September 25, 2003 containing the Embassy's request to investigate the presence of offices or other financial assets of terrorist-linked organizations in Jordan and welcoming any information about the subject cell (note: the al-Zarqawi group), the Ministry has the honor to inform the Embassy of Jordanian efforts in this regard. - The relevant Jordanian authorities discovered the true names and nationalities of the cell resident in Germany associated with "Ahmad Fadhel al-Khalailah," alias "Abu Musa'ab al-Zarqawi," and discovered the activities of its members and the locations of their military training. - The judicial authorities in Jordan provided the judicial authorities in Germany with the available information regarding the cell's personnel arrested in Germany.
