Per Reftel B, Mission delivered the requested dipnote 
regarding the U.S. Candidate for the Committee Against 
Torture, Ms. Felice Gaer, to the Sri Lankan Ministry of 
Foreign Affairs on October 15, 2003.  On October 17, the 
Ambassador met with Sri Lankan Foreign Minister Tyronne 
Fernando and briefed the Foreign Minister on Ms.Gear's 
candidacy.  On October 29, the Political Chief spoke 
with MFA Additional Secretary for Multi-Lateral Affairs 
Sarala Fernando who stated that her office continued to 
review the matter.
