UNCLAS KUWAIT 004964 SIPDIS E.O. 12958: N/A TAGS: PREL, ETRD, UNGA SUBJECT: DEMARCHE DELIVERED: OPPOSING CUBA'S UN RESOLUTION AGAINST THE EMBARGO. REF: SECSTATE 301451 DCM delivered reftel talking points on October 28 to Ambassador Khaled Al-Babtain, Director of the Americas Department at the Ministry of Foreign Affairs, and asked that Kuwait either vote against or abstain from voting on the Cuban resolution. Al-Babtain commented that Kuwait generally votes yes on the resolution, but that he would check to see how Kuwait would vote this year. Post will report any further response separately. JONES
