C O N F I D E N T I A L KUWAIT 004843 SIPDIS E.O. 12958: DECL: 10/25/2008 TAGS: KPAL, KWBG, PREL, IS, KU SUBJECT: PALESTINIAN DEMARCHE DELIVERED TO MFA U/S AL-JARALLAH REF: SECSTATE 296490 Classified By: Ambassador Richard H. Jones, per 1.5 (b), (d) (C) Ambassador delivered reftel demarche on the Palestinians to MFA Undersecretary Khaled Al-Jarallah on October 22. Ambassador provided reftel talking points to Al-Jarallah as a non-paper for MFA reference. Al-Jarallah acknowledged that the situation in the West Bank and Gaza is deteriorating. He added that both the Israelis and the Palestinians are pursuing courses of action that threaten progress towards a viable solution. Al-Jarallah said he hoped for some positive outcome in the Middle East soon and looked to upcoming negotiations to resolve the long-running conflict in the Sudan as a possible bright spot for a region sorely in need of good news. Al-Jarallah accepted the non-paper on the USG position regarding the Palestinian Authority and promised to review it. JONES
