SUBJECT: WALK-IN PROVIDES INFORMATION ON VISA/IMMIGRATION 
FRAUD 
 
 
1.  (SBU) On Monday 10/6/2003 an individual identifying 
himself as SENANAYAKE, Sujeewa Dhammika came to the American 
Embassy Colombo to visit with an FSN employee he knew. 
During the course of his visit SUBJECT approached POST 2, and 
requested to speak with the RSO. 
 
2.  (SBU) Both RSO and ARSO responded.  RSO interviewed 
subject while ARSO photocopied identity documents belonging 
to SUBJECT and interviewed the FSN employee SUBJECT came to 
visit.  SUBJECT provided a Sri Lankan National Identity Card 
and a Washington State Identification Card. 
 
3.  (SBU) In an interview with RSO, the SUBJECT stated he had 
information relating to immigration fraud in the United 
States.  SUBJECT stated he knew of an attorney in the United 
States in Silver Spring (West Virginia or Maryland) who for 
$4,000 to $5,000 would provide fraudulent immigration 
documents.  The attorney's name was BOGOLOGAMA, Mahenda. 
SUBJECT stated that BOGOLOGAMA offered to get SUBJECT work 
authorization under refugee status for a fee of $1,000. 
 
4.  (SBU) SUBJECT had on his possession a Washington State 
Identification Card issued to him on 05/27/97.  When asked by 
RSO why he had this document, SUBJECT stated he was employed 
in the fishing industry.  The card identified SUBJECT as

5.  (SBU) While the SUBJECT was being interviewed, ARSO spoke 
with the FSN SUBJECT came to visit.  FSN is an employee in 
the Commercial Section of the Embassy.  She described herself 
as a family friend of the SUBJECT.  FSN stated that SUBJECT 
resided in the United States until he had a nervous breakdown 
and had to return to Sri Lanka. 
 
6.  (SBU) On 10/7/2003, SUBJECT contacted the RSO via 
telephone and provided BOGOLOGAMA,s address and telephone 
number in the United States. BOGOLOGAMA,s address is 8023 
Lewinsville, Rd, Mclean, Virginia 22102.  SUBJECT also 
provided two telephone numbers for BOGOLOGAMA: 
703-734-3264 and 703-893-2484. 
 
7.  (SBU) On 10/14/2003, ARSO spoke with the FSN who knew 
SUBJECT.  FSN stated she had spoken with SUBJECT,s sister, 
and learned that SUBJECT suffered from Schizophrenia.  FSN 
stated that SUBJECT is currently not taking medication to 
control his condition. 
 
8.  (SBU) RSO Colombo provides this information for DS/CR/VF. 
  Due to SUBJECT,s medical condition we rate the SUBJECT's 
reliability as low.
