1. (U) Post transmitted reftel Note to ECOWAS on July 30
and received in reply a Note of agreement dated August 4.
Text of ECOWAS Note is as follows:

The Economic Community of West African States (ECOWAS)
presents its compliments to the Embassy of the United
States of America, and with reference to the latter's
note No. 03-376 dated July 30, 2003, has the honour to
confirm that proposals set forth in the Embassy's Note
are acceptable to ECOWAS and that the Embassy's Note
and this Note in reply shall constitute an agreement
between ECOWAS and the United States which shall enter
into force on this date August 4, 2003.
The Executive Secretariat of the Economic Community of
West African States (ECOWAS) avails itself of this
opportunity to renew to the Embassy of the United
States of America, the assurances of its highest
consideration.
