1. (S) CDA conveyed to GOK MFA on 17 August talking points
and background papers regarding, and shared on a close hold,
confidential basis, the names of the individual and the
SIPDIS
entity proposed Ref A for designation on 25 August 2003 under
Executive Order 13224.
2. (U) Econ Chief conveyed to GOK MFA on 9 August talking
points and background paper regarding Ref B's notice that USG
had on 8 August requested the addition of a stipulated
individual's name to the UN 1267 Sanctions Committee's
consolidated asset-freeze list.
3. (U) Americas Department Director Amb Khaled Al-Babtain
assured CDA on 17 August that the GOK would take immediate
action to discover and freeze assets of the designatees. Amb
Al-Babtain reiterated Kuwait's support for actions of the UN
1267 Sanctions Committee and volunteered to follow up on
Post's standing request for a review of GOK's actions to date
under relevant UNSCRs.
